There is no plan
Trump sent his cabinet to the Sunday shows to reassure, and they said the tariffs are permanent/being negotiated, strategic/across the board and will fix the trade deficit/manufacturing/national defense/toe fungus.

Collectively they made it clear there's no plan beyond one man's whims.
Every Cabinet member has different, contradictory talking points about supposed purpose of these tariffs.
Are they a negotiating tactic? Are they instead permanent, because we need them to raise revenue/boost US manufacturing?
Are they designed to return us to 1790s lifestyles & living standards?

It’s a battle of political leverage. Who can use tariffs, retaliatory tariffs or sanctions to create more political pain for the other leader. Forcing them to capitulate or face undesired consequences.

How crazy would it be if China, Mexico and/or Canada initiated tariffs before Trump took office
From your standpoint as a businessman and manufacturer, is there any sense behind this? Especially now that other countries are threatening tariffs of their own in retaliation. But that doesn't make sense cause it would mean raising their own taxes.

The Tariff Act of 1930 was designed for protectionist trade. It imposed high tariffs on over 20,000 imported goods which led to retaliatory tariffs from other countries.
