I read "heritage American" as a way to give White people claim to a title in a sort of monarchy of meritocracy.

And I see the ambiguity as strategic--so lots of White people can claim, "my ancestors did something important™ for my country, so i deserve money/status/power more than others here."

One is a problem, two a mistake, five a major ops screw up. Waymo has never fixed their cascading failure problem. Maybe they don't know how.
