At UN do, I ran into this guy I knew as an activist working for an environmental NGO.
His name tag said he represented the government of a small, poor country.
After some probing, it emerged that the NGO had given a grant to said government. In return, he negotiated on their behalf.

Altså, personlig er jeg politisk et stykke til høyre for der Kaiser, og ønsker derfor Ap og venstresiden generelt et langt liv under sperregrensen. Men når Høyre (som burde vært "mitt" parti) er så puteaktig inkompetente at man tar seg i å heie på motparten, har veldig mye gått galt.
Høyre slaktet forsøksordning med arbeidsfradrag selv om de hadde det inne i eget budsjettforslag. Det er en noe besværlig sak å forklare, så Erna Solberg sendte Tina Bru ut i sitt sted og det endte i så merkelige sitater at det fortjener litt dissekering👇🏻

Carbon leakage through firms’ supply chain adaptation
By increasing the cost of using fossil fuels, carbon taxes should incentivise substitution toward cleaner energy. In practice, firms may shift production and emissions across borders, a problem known as carbon leakage. This column studies carbon leakage in the context of the EU Emissions Trading System using firm-level import data. Following the introduction of the scheme, the share of dirty inputs sourced from non-participating countries has increased significantly, consistent with carbon leakage. A policy which eliminates the carbon leakage incentives, such as a carbon border adjustment mechanism, could reduce emissions by more but would likely lead to higher prices as well.
