I've got the Met Office update now and have done likewise. If they have to have all these 'partners' at least they've made it easy to reject them all. I'd guess that it's their app developer that has put them in as part of their contract.

Two possibilities here:

a) He doesn't know what he's talking about, in which case he shouldn't be presenting it as fact to the distressingly large number of people that believe him.

b) He knows that what he's saying is wrong and potentially dangerous.

I believe these parakeets are native to sub Himalayan areas that can get colder than England (maybe not Scotland) and like nesting in holes in trees. They do just fine in our winters.
