How is this repeatedly made into a policy issue - by *all* parties - when the blunt fact of the matter is that grown adults who are obliged to pay for their own education, and relentlessly pursued to repay their loans, should be able to study whatever the fuck they want.

So, 45% is close to 50% which would be 20. Then I worked out 5% (10% is 4 so 5% is 2) and subtracted the 5% from the 50% to find 18.
