He wants to dismantle FEMA? He wants to leave response and recovery to the states? Listen, I do this for a living, one….just ONE big event and the states emergency management program is bankrupt. Then what? Most of his base live in this states the FEMA bails out regularly.

The reality is that these positions are more important than Sec of Defense because they will do all the work and define all strategies. He won't freelance decisions.
