What does it mean to "survive" a scandal? Was it discovered that he was not a rapist? Or that he did not incite violence? Or that he was, somehow, a competent businessman? The most charitable reading of "survive" is that the fact is no longer sellable.

Some people think the threat doesn't apply to them. But there is nothing you can do to prove you're a citizen to a govt that doesn't want you to be, b/c the way you prove it is by giving them your documents. and then they have your documents.
& that's if they don't change the rules retrospectively.
"threat" is important here, because they don't even have to do it to everyone; they just have to do it to enough people to frighten everyone else into accepting second-class citizenship: "don't make trouble or..." "don't ask for higher wages or..." "don't unionize or..." "don't protest or..."
The threat to deport undocumented immigrants is a threat to deport documented immigrants is a threat to deport the descendants of immigrants is a threat to deport anyone who they think looks like an immigrant is a threat to deport anyone who disagrees with them
