2. Legal and Administrative Control
The occupier exerts control over the legal system and bureaucracy.
Two-Tiered Justice System: There is one set of laws and courts for the occupying military and its civilian population (if it has one), and a separate, often inferior, military court system for the occupied population.
Military Orders: The law is not made by an elected parliament but issued as "military orders" by the occupying authority. These can change suddenly and cover everything from security to land ownership.
Administrative Detention: People can be imprisoned without charge or trial for indefinite periods, based on "secret evidence" they cannot see or challenge.
Lack of Due Process: Arrests, house demolitions (often as collective punishment), and seizures of property occur with little to no legal recourse the affected families.
