Really thinking about how feasible it would be to have an old school website running on a personal server using only HTML.

I'm once again encouraging people, if you are having issues with your landlord/property manager, do NOT start withholding rent until you consult with an attorney. Even in tenant friendly states, this kind of "self-help" will get you evicted.
