🤦🏻‍♀️ he talks in circles. What he is saying is they consider the protests to be an "Incitement to Imminent Lawless Action: Speech designed to provoke immediate illegal activity." He's saying that the people are trying to overthrow his regime. Like his followers did on January 6th. 🙄
