As someone who used to be in charge of one of these programs, I tentatively agree but (like most things) it's an interestingly complex problem (with available solutions). Mainly, Complete Streets policies treat the features as "bolt-on accessories" to "real" streets instead of a holistic rethink.

This is my biggest objection to dockless bike/scootshare. The lack of dedicated "place where thing go" racks specifically for these devices not only means they end up dumped in dangerous, disrespectful, or inconvenient places but also that racks provided for general use get completely taken up too.

Oh it's absolutely needed but there are so many loopholes in the existing ones, like the vestigial pedals that allow what are effectively electric mopeds to "technically" be e-bikes

Throttles shouldn't be allowed on anything less than light mopeds with an exception for "momentary booster" buttons, i.e. if you're starting on an incline it'll help you at full power for 5 seconds or so. And we need a carveout to prevent the "off-road use only" loophole from being used.

The 3-tier classification system is just dumb. For one thing, there ought to be a tier that matches the euro pedelec category (14.5mph limit, no throttle). Class 3 should be "light moped" and require full lighting, registration, and DOT helmet. Anything above is an e-moped/moto i.e. a motorcycle

I have a Light Phone 3 and it's been a great experience, even considering i had the Light Phone 2 (pictured) before, which is cheaper and still made. This new category of devices increasingly have all the tools modern life necessitates without the bloat or distraction of being terminally online.

Honestly I suspect the most effective way to address this issue would be to also include a SMARTPHONE ban for under-15s. The market for specialized "dumbphones" that aren't just cheap feature phones is maturing with companies like Light and Punkt having polished products on sale now.

I'm in an odd minority of drivers who are actually more visible to other motorists when on a bicycle (low-slung, tiny convertible) and seriously, drivers are worse than ever. Had an errand today where I had to get my car out of storage & had two SUVs in the span of a dozen yards turn across my lane.
