I think there's a lesson in the 2018-2019 US government shutdown and how it ended. Essentially, the air traffic controllers were sick of being expected to work unpaid, and although they are banned from going on strike, they started calling out sick.

Europe has also failed to protect their own citizens against US sanctions. The chief prosecutor of the ICC apparently had his email shut off by Microsoft after he was sanctioned, and he's British. Many court officials are dealing with sanctions that prevent them from even having a bank account.

Addendum: I think we all need to consider the possibility that she was scared and tired and didn't know the right way to react. But I'd be the first to admit I haven't been able to follow everything. If she was sent the letter by someone else who created it with AI, she's the victim of a crime.

Allegedly. I've never had to deal with that, but they deal with all sorts of scams, including people impersonating the FBI. You could also potentially report it to your local police, but they might just send you to the FBI.
