Is there another downtown in Massachusetts as vibrant as Salem’s where a giant surface level parking lot abuts an equally massive garage?

Church Street before and after urban renewal. It SHOULD be a historic downtown neighborhood with a mix of housing types from SROs to apartments, condos and single family homes, steps from the Commuter rail. Instead, it’s an asphalt parking lot abutting a parking garage and a neglected mall.
