not remotely a specialist here, but I’ve assumed the 2001 AUMF has been interpreted so elastically it could cover everything and anything, so it’s almost refreshing the Obama Admin apparently wasn’t relying on it

it wouldn't change the extremely limited ability to sue *federal* officials (as opposed to state officials) for money damages for constitutional violations, but if congress is going to tinker with the language of section 1983 it should expand it to cover federal officials like the professor suggests
