WHOA! So much for everyone proclaiming that there's no point in opposing the harmful proposals as they'll just do it anyway. Glad you stood up against this, and that "at this time" there's a recognition that those T&Cs require improvement.

What would this mean for roles such as PRISMs, RSEs and Technical Staff? Not being employed by the university would make them unable to apply for funding from UKRI. They would have to be costed differently on grants. Not a good look for research culture and REF 2029.
