Natürlich tut er das. Aus Sicht des Kreml ist ja auch das Wüten Russlands in der Ukraine kein Krieg, schon gar kein Angriff, sondern pure Verteidigung. Und ein solches "Angebot", das soviel wert ist wie frühere russ. Zusagen u. Versprechen, nämlich gar nichts, schindet Zeit u. spaltet Europa weiter.
