The main uncertainty in Pu's decision-making is how much more of Ru’s demography/economy he can sacrifice before Ru collapses and whether he'll recognize when it’s time to hit pause or he'll go too far and destroy his regime or Ru. Collapse isn't imminent, but it's the main risk of attritional war.

The pro-natalist thing is pretty firmly rooted in racism and xenophobia. Anti-immigration sentiment.

You are doing a service to it if you try to remove that component and debate its merits in isolation.

If states deserved to exist because a certain group of people were born there and owned the place and no one else is allowed to live there, America would be completely populated by Native American tribes. Of course, it would also be a much better place, so I'll give the theory of Zionism that. :-)
