My first read of this case is that it's a COMPLEX decision.

Bad stuff:
- Order releasing 442 people is blocked.
- Limits courts ability to block illegal ICE conduct.

Good stuff:
- Consent decree survives and individual releases can be sought
- Government loses a big mandatory detention argument
#BREAKING The 7th U.S. Circuit Court of Appeals has BLOCKED the order from U.S. District Judge Jeffrey Cummings, that aimed to release hundreds detained by ICE, under the terms below.
