The only other scenario that I can think of is that the Trump regime is satisfied that it's erased or redacted any damaging Trump references, so it's OK with releasing the files. The regime's goal has always been to protect Trump, and that surely has not changed.

The Trump regime hasn't made its "ongoing investigation" claim yet, but I'd say that's by far the most likely way the Epstein files will remain bottled up. Trump could've released the files already, without any legislation. He wants the files to remain secret.

Looks like Trump will sign the bill to release the Epstein files – perhaps as early as tonight – and then he'll have Bondi insist that they can't release the files because of an "ongoing investigation" that Trump himself ordered.
Senate Republicans were so eager to dispense with the Epstein measure that they agreed with Schumer to declare it passed by unanimous consent--even though it has not formally been sent over by the House yet. It may land on Trump's desk tonight.
