It’s incredibly difficult for a tanker to change course turning around (they require a wide berth), whereas smaller boats can move out of the way easily… Smaller economies are nimbler and can react (shifting priorities) faster, larger economies also have larger domestic markets buffering the impact

I would say that those two examples are not generalised. Singapore has a track record of clearly defined national strategies (e.g. Singapore Green Plan 2030), likewise South Korea works on 5-year plans (e.g. National Growth Fund investing in key industries), but clearly size matters.
