I'll quote post you back. Why this passive aggressiveness?
It seems to me that you do not work in a school environment. If you did, you would know:
- teachers (and staff) are aware of medical conditions of students.
- If you need an exemption to a rule, you (parent, not the kid) need to justify it.
This is what I'm talking about.

Rather than accepting that using a smartphone for diabetes care is a "reasonable adjustment" or an "obvious exemption", we're having to justify the entire diabetes care infrastructure.

And we're rational adults, not children in the midst of a hypoglycaemic episode.
Why would the kid need a phone? They have the monitoring device, the school nurse tracks on their phone...
