100% a choice - FFG didnt even mention homeslessness in the budget. But people voted them back in knowing they have done nothing and will do nothing. Thats also a choice made by people voting FFG.

People get tripped up thinking about homelessness as a stock of people. It’s not! It’s *very* transient; most people go in and out of homeslessness.
This ends up being very important for designing good policy

Which would definitely help a lot!
But it relies on their being a healthy vacancy rate to accommodate the flow of people and “healthy vacancy rate” doesn’t describe most places with high homelessness

I'm sure crime in Leeds is OFFICIALLY 1/3 of what it used to be when I was a teenager. But I would never set foot in it today. Uber drivers parked on kerbs. Litter. No decent shops worth visiting. Homeslessness out of control. Spice addicts. It's much MORE horrible, not less.
