By the time Mexico officially passed a law banning slavery, Texas was effectively a de facto proto-Confederate colony within a state; when Mexico issued its own emancipation proclamation (in a pattern that'd repeat)...the ruling authorities of Texas didn't acknowledge it at all.

So in 1829, Mexico ended slavery, and Texas refused to publish the Emancipation Proclamation. At least one governor explained "Pretty much the *entire economy* of Texas is dependent on slavery!" (That, in and of itself, is Problematic)

In 1830, the Mexican president said "FREE THE SLAVES".

Well, wasn't that an issue with the original Texas independence? Santa Ana signed it, but Mexico rather reasonably claimed that as a prisoner he was not competent to do so?

And again you had issues with white emprasarios literally ignoring orders from Mexico to expel white settlers who came over illegally without a settlement contract, and this eventually led to Mexico placing part of Texas under *de facto* martial law which enforced migration & anti-slavery laws

Mexico literally interpreted the entire situation at that point as being akin to Ukraine's own sentiments re Russification of those parts of Ukraine that Russia captured by force, and this led to a brief war (ending with Mexico consenting to the *de facto* secession of Texas)

After a decade of being a failed state (and setting up a model for how the US set up colonial holdings), Texas FINALLY got Congress and President John Tyler to agree to annex this

Which touched off a war, because Mexico actually *never actually recognized Texas secession in the first place*

Mexico had passed a generous colonization law that gave a land grant to anyone with a skill who'd settle there and learn Spanish; technically people coming to Texas were supposed to report to Mexican authorities, and were supposed to learn Spanish, but there were a LOT of squatters in Texas
