Yes, it's a new-ish con freebie folks give out, simply called "ribbons". You apparently stick them to the bottom of your con badge so it gets longer.
I was confused by them too at VExpo. Didn't know what they were for and had never seen them before. I think i heard they were popularised at Offkai
