Big increase in state funded, direct supply social housing coming via 10-yr £39B SAHP opens way for 'abundance' planning reforms and a lower*, simpler s106 developer tax rate on wider base enable much higher market + s106 supply.

*Greybelt 'golden rule' of +15% affordable share s106 will remain.

That’s exactly what’s happening. 10-yr £39bn for 300k social and affordable homes programme with direction that it focuses on social (180k) over affordable (120k) housing and councils over housing associations. Also, all greybelt sites must be 50% affordable as a golden rule.

This is a huge deal for a lot of people. And pretty important if you're planning to surround hundreds of train stations and greybelt sites into new build housing estates.
We pledged in our manifesto to bring the injustice of ‘fleecehold’ and unfair maintenance costs to an end.

Today, we’re setting out proposals to ensure homeowners on freehold housing estates get a fair deal 👇🏻

It’s definitely not nothing. Actually quite far from it probably. The greybelt changes was via NPPF end of last year with guidance coming out end of Feb this year. But already having its intended impact on planning officers’ advice and via appeals decisions.
Grey-belt policy leads to 80% of major residential appeals being approved
Four in five major residential schemes on green belt land have been approved at appeal following the recent implementation of the government’s ‘grey belt’ policy, according to a new report

Doug Ford’s “Greybelt” isn’t a joke—it’s a symptom of corruption.
CBC reporting shows his gov’t is stalling the Greenbelt review while developers profit.
Defunding CBC doesn’t save money—it saves Ford.

What I got mostly from this meeting is the government classification of grey belt which muddies the waters into Green belt. Makes it easier for building companies to snatch farmland for housing. It’s a scandal.
Our villages are the targets.

Housing - Labour have missed a chance to carry out radical reforms. The NPPF failed to provide a watertight definition of the greybelt, while the Planning and Infrastructure bill leaves the government dependent on local authorities to meet its ambitious housebuilding targets.

The housing market being the way it is, people aren't always in a position where they get to choose. Needs the government to do something more than give developers what they want (redesignation of greenbelt to greybelt).

Greenfield, Greenbelt Site Deemed ‘Greybelt’ by Planning Inspector
An appeal decision by a Government planning inspector underlines how vulnerable areas of Green Belt are in districts that cannot demonstrate a supply of housing approvals. The Stoke d’Abernon and Oxshott speculative proposals are cases in point as Elmbridge has no recent Local Plan MoleValley should find easier to defend Green Belt sites deemed to be Grey Belt because for now having an up to date Local Plan it can meet housing supply tests.

So protection for any area from the edge of a settlement to a major road is now weakened.

And where parcels of land don't contribute strongly to the three rather weedy principles that are left, then that land is now "greybelt". Meaning it's up for grabs by developers.

Expect MUCH more of this.

Today I'm giving a talk on planning reform.

I'll be discussing:

- the way win/win arguments reduce the space for critique
- the jetfuelling of speculative development via targets/greybelt
- the new technocracy
- policy as a distraction from built outcomes
- selling nature to save it
