Again, if those units are vacant it's because people can't afford to live in them. You address that by building nonmarket or public housing so the private sector doesn't have a monopoly on housing. There's many approaches towards decommodifying housing, but it still includes building more

I like nonmarket housing opportunities like community land trusts & limited-equity co-ops too! And just giving people money/vouchers/etc. But I think in a healthy city, development is an essential part of the recipe too and I don't see a way to have tighter price controls *and* feasible development.

Appreciate the discourse! My main concern is that we will continue a solely development-based solution to cost instead of regulation around affordability and increasing nonmarket housing opportunities.
