The Deep Lore gets into this in a couple of places, like how the Jedi plan at Geonosis was that a hundred Jedi igniting lightsabers would surely cow any resistance immediately. They knew it was possible to have an army in the Outer Rim but had totally failed to grapple with the implications.

Historian brain has me thinking of the Brits trying to break the backbone of the resistance by isolating Boston & punishing them economically & with a standing army, but inadvertently drawing the colonies closer together to resist those actions.
They won't have the numbers to occupy the nation and force everyone to comply, and that's why they're engaged in such an aggressive show of force. They're hoping we all get cowed into submission and do their work of suppression ourselves.

2. West Wing
3. ICE

B) Test
1. Will there be resistance from Congress?
2. Will the army cooperate without complaint?

C) Negotiation
1. Build up a threat potential for negotiations with Denmark

I don't think there is any doubt that ICE, in its current form, is Trump's private army albeit with a massive federal budget.

Their main purpose is as his storm troopers tasked with intimidating and cowing citizens is servile obedience and making sure that any resistance is put down immediately.

I really like this scene too. I know the movie doesn’t really NEED it but it’s short and we get some nice Finn/Poe moments that reinforces how much Poe is a Resistance die hard who doesn’t think he did wrong and Finn isn’t an army joiner yet.

We barely had an army prior to WWII, and our economy was still in the Great Depression. It took us a couple of years before we could start to turn the tide in Europe and the Pacific.

The peace continues to hold. City and State officials have persuaded their public that resistance to ICE would give Trump reason to send in the army to take away their freedom. Sooner or later people will realize they have surrendered that freedom just to avoid having it taken.
