OK so I found a clip where he's talking about it, and it seems his position is that criminalising holocaust denial is tactically unsound because it draws more public attention to the matter. He says deniers should rather be treated like flat earthers, ie socially ridiculed.

Unless it’s structurally unsound it probably makes more sense to spend just enough to change the look, get rid of the excessive gaudiness and make a point of publicizing that the White House definitely needed more space, it just needs to be more classy & tasteful.
