Fiscal gains from exposure were 4x larger, since many more residents were (indirectly) exposed.

By prioritizing projects that are widely seen and valued, governments can generate a virtuous cycle of stronger public services and higher tax revenues.

Results:

-Exposure to paved streets reduced (1) dissatisfaction with the municipal government (among residents who were initially dissatisfied) and (2) raised property tax compliance.

-Property owners whose own street was paved were more likely to pay their taxes, reflecting reciprocity.

What’s “exposure”? 👉 In these peripheral neighborhoods, exposure = how many paved streets people pass on the way downtown. More paved streets en route = more exposure, even if your own street was not paved.

A property tax compliance model highlights two mechanisms:

🧠 Belief updating – exposure to paving improves views of government efficiency, making individuals more likely to pay taxes.

🤝 Reciprocity – owners of properties on paved streets are more likely to pay taxes.

We tested this in Acayucan (Mexico). Of 56 eligible street projects, 28 were randomly assigned to be paved for the first time. We tracked effects using household survey data + administrative tax records.
