In Germany the environment minister Schneider this week spoke out against moving the decision about the EU’s 2040 climate targets to the European Council. Instead he wants to keep the decision with ministers in the Environmental Council.

We adapt @patrickdunleavy.bsky.social and Rhodes seminal definition of the core executive to the EU context and take inspiration from integration theory and studies of EU institutional politics to define relations of key actors with intergovernmental and supranational allegiances.

Online first: "The EU core executive and the Green Deal" by @uwepuetter.bsky.social & @cterranova.bsky.social

This article introduces the concept of the EU core executive, as
an ensemble of select actors, centrally steering Green Deal decision making.

doi.org/10.1080/0140...
Abstract of the article "The EU core executive and the Green Deal". Published online first in West European Politics. Authors: Uwe Puetter and Chiara Terranova.

Abstract reads:
The Green Deal has been one of the European Union’s (EU) boldest, cross-sectoral policy responses. Public administration scholarship suggests that such endeavours rely on coercion by pivotal executive actors. EU studies, instead, hold that executive leadership roles in the EU are dispersed between supranational and intergovernmental institutions. While the Commission shows resemblance to specialised executives which also have horizontal leadership, the Council is void of a model of cabinet government, which could commit sectoral interests. The European Council possesses overall political authority, yet it operates at some remove from policy expertise. In order to gain access to this puzzle this article introduces the concept of the EU core executive, as an ensemble of select actors, centrally steering Green Deal decision making. The research reveals the proximity of the European Council and the Commission presidency, illustrates the centrality of the Committee of Permanent Representatives (Coreper) as a bridge actor, and provides further explanation for the growing centralisation of the Commission under Ursula von der Leyen.

We test our framework on the European Green Deal, but we expect it can apply to other cross-sectoral policy challenges as well!

Now all contributions to this year‘s @jcms-eu.bsky.social AR stocktaking on 10 years of new intergovernmentalism are available on ‘early view’. Also read pieces by Sergio Fabbrini and Genschel & Jachtenfuchs. We debate the commonalities and nuances in our accounts.

People seemed thrilled yesterday that the new chair of the European Council, Antonio Costa, had insisted that Council conclusions be fully adopted by civil servants before the #EUCO summit even began.

But it meant that other than Zelenskyy's visit, there was nothing new to cover on the day.
If European leaders gather for a summit and nobody covers it, did it make a sound?
The Brussels bubble is elated that 'No-Drama Costa' is streamlining Council summits and adopting conclusions beforehand. But be careful what you wish for - before long they could be missing Michel.

Today, I met with the 27 EU ambassadors. I shared ideas about the preparation of European Council meetings and political priorities for the months ahead.

Coreper is the engine room of the EU.

Collaboration and vision remain key to shaping 🇪🇺 EU’s future.
