It really does depend on the statute. For example, an anti-slapp statute that creates a substantive cause of action and not just a procedural motion to dismiss would seem to be no different than any other state law cause of action in terms of whether it should apply in Federal court

That's not what he said. The question was "did Trump's campaigning impact anything" and he said the Nobel Committee sits in a room "filled with courage and integrity" and makes its decisions based on "the will of Alfred Nobel" (i.e. they aren't going to be moved by campaigns or threats)
