Yeah “The Wounded” is still *aware* that it’s wedging itself into the general TNG narrative, but the freakout over the Maquis a couple years later belies the idea that the Cardassians are some minor inconvenience like the Talarians. They just kept building on top of it!

A pretty core concept of the early TNG episodes was that there had not been an interstellar war for decades, which is why the situation with the Romulans is so concerning and the Borg are so threatening that the Feds re-start playing war games on a slow, experimental basis.

Gul Macet is a bit chastened throughout by Starfleet tech; Gul Dukat scoffs at Runabouts being “years behind” Cardassian tech and Cardassians mulch a Nebula in the teaser of “Waltz.”

“The Wounded” actually presents the Cardassians as a second-tier power that’s threatened by a Nebula-class starship, its “Chain of Command” and then DS9 that establish them as a really formidable military power, albeit one that sacrifices its people’s well-being for it.

“The Wounded” is one of the greatest episodes of Trek ever made and it sowed the seeds for DS9 for everything from casting Alaimo to rebuilding O’Brien as a haggard veteran who can beam through shields if he feels like it yet not have a normal conversation with his wife

The Cardassian War makes complete nonsense out of several previous episodes, notably “Peak Performance.”

And it’s why the teaser has Picard “reminiscing” about fighting Cardassians on USS Stargazer.

The most consequential story decision in Star Trek’s entire history was the retconning of the “Cardassian War” into the setting’s history in TNG S4’s “The Wounded.”

It totally changed the PURPOSE of Starfleet in the past, present, and future of the fictional 24th century!
