What the Pokémon leaks should show is that Gamefreak devs arent really to blame much. It's more TPC and probably Nintendo constraining them and giving them handheld game tier budgets.

Code (supposedly) cracked on SF6 amiibo cards spread. Didn’t track my individual packs, but data matches my total pulls from a couple weeks ago.

Makes minimum for full set 15 packs if you get perfect pulls (would have 7 leftovers on 23-30 and none of 31-60).

“I believe every pack contains one card from 23-30 and two cards from 31-60.”
