People naturally do not want to engage in mass violence against fellow humans, especially their own fellow citizens. It takes massive dehumanization efforts to get people primed to act and enact that violence. They just see it as justifiable and even morally good to do it.

I think gender and social roles affecting how people recognized the danger and responded to it makes a lot of sense once I heard about it. A lot of men shrugged off a lot of the fascist policies affecting women in the US and only really register it when it finally impacts them.
