If the people pay the army, through Congress, then it’s America’s army. If Trump can just pay *or not pay* whoever he wants in our armed forces, that’s a real dangerous game. Is it the people’s army, or Trump’s?

I agree but it’s a little more complex than that. It’s not just “we tried to fund the troops the legal constitutional way and Republicans said no,” it’s “who does the army belong to? Trump, or the people?”

The U.S. Constitution's Army Clause (Article I, Section 8) requires that congressional appropriations to raise and support armies must be for a term no longer than two years.

They feared standing armies.

The Founders were more radical anti-fascists than common knowledge would expect.
