Doesn't seem like they have the authority to prohibit this. The equal treatment rule in the Fed Register (part b) only pertains to accepting coupons (i.e EBT payments) at different prices. Nothing about the prohibition applying to a family participating in SNAP but paying entirely in non-EBT funds.

CFR Subsection 278.2 part (b): Equal treatment for coupon customers. Coupons shall be accepted for eligible foods at the same prices and on the same terms and conditions applicable to cash purchases of the same foods at the same store except that tax shall not be charged on eligible foods purchased with coupons. However, nothing in this part may be construed as authorizing FNS to specify the prices at which retail food stores may sell food.

The USDA sent an email to grocery stores telling them they are prohibited from offering special discounts to customers affected by the SNAP funding lapse.
I'm aware of at least 2 stores that had offered struggling customers a discount, then withdrew it after receiving this email

Here in Atlanta yesterday, more than 2,000 people waited in their cars—one woman for 14 hours—for a box of food. The giveaway ended early; there wasn't enough to go around.

In that same poll, 64 percent of the country said we’re too divided to solve our problems. They’re not wrong.

I hear it when Trump says, “I hate my opponent and I don’t want the best for them.” When I hear that, I hear something scary, but I also hear an opening, an opportunity: In the end, most Americans want America to work. They know we disagree with one another. They don’t want us to hate one another.

The most maddening part is that they openly advertise this functionality. On their site, they talk about "limiting streaming bandwidth to 720p during high traffic times" and I can tell you, 280KB/s is NOT enough to stream 720p. Likewise, 3am is NOT a "high traffic" time.

T-Mobile actively spies on my traffic and openly violates Net Neutrality laws to throttle YouTube traffic. A VPN is the only way I can watch YouTube at more than 360p and actually see what's going on.
