1. The government at the time didn't want it.
2. There was no plan for it.
3. There was no credible team in place to implement it.
4. Only a tiny majority wanted it.

In countries using proportional representation, parties are incentivised to work together collaboratively. They keep the 80% that works and try to fix the 20% that doesn't.

With FPTP, parties scrap it altogether and take years to implement a new process with lots of flaws.
