If I'm correct it's because Democratic electeds and consultants want to win by default, that is reach a political equilibrium in which the GOP are seen as too extreme to govern, and a plurality of voters have no choice but to elect Democrats. This results in sliding right and taking the temperature.

I initially drafted this with "it was illegal to free any enslaved persons without fully funding their expulsion to Africa, something heirs would almost always successfully block," a typical antebellum South law, but remembered South Carolina was The Worst and double checked.

In South Carolina in 1850 it was illegal to free any enslaved persons without a majority vote in the state legislature, and state laws did not recognize the concept of a free Black person anyway. If you were Black in Charleston in 1850, you were legally someone's property or about to be.

I don't think Janet Mills specifically is an example of this, I'll defer to Mainers on her, but generally it is noteworthy that our Chucks Schumer and Dicks Durbin etc etc haven't fallen on their own swords. Nobody in the old Democratic leadership ever takes responsibility for failure and quits.
