Yeah- what he is committing to is transferring money from one pot to another in a way that is not normally legally allowed and then demanding the payroll system process it (with said questionable money), all in roughly 24 hours (holiday weekend) with a likely mostly furloughed office.

part of the reason it's hard to understand is because there's no real coherent theory of politics here, it's naked, zero-sum, "fuck you / i got mine / because i can". burning and looting everything not because you want to do something with it, but just because you can. most people aren't like this.
