The Office of Management and Budget sent a notification to Congress about their intent to use research and development funds to pay members of the military, two sources with direct knowledge tell NBC News.

A spokesperson for the OMB confirmed to NBC News that it plans to use the research and development funds and that there are two years' worth of funds available within the Department of Defense.

Yesterday I was told that the class I’m scheduled to teach this month, Confronting Oppression & Injustice, is no longer part of our curriculum. This is a required class yet there was no discussion, no faculty vote, just an email saying the class no longer exists. This is what it’s like in Texas now.

But here is the kicker. The bill expired when no continuing resolution passed.

So they are 100% right about federal law in June when they wrote that, but the express provisions lapsed on Oct 1.

Are you opining from experience or are you challenging my interpretation of the law as an internet expert? What I said is in fact true, but as noted, does not moot the inherent constitutional oversight responsibility of Congress.

The relevent section of the bill explicitly prohibits the use of federal funds to prevent members of Congress from entering DHS-operated or contracted facilities used to detain or house noncitizens for oversight purposes.

So it is in fact tied directly to federal funding, and has thus lapsed.

That said, the Constitution itself gives the legislature to responsibility for oversight.

Regardless of the appropriations expiration, the principle applies.
