The only time that the mutual self defence required by article 5 of the Nato treaty has ever been used was when the United States themselves wanted help after being attacked on 9/11.

There's a degree of delusion here that the government and public opinion is going to be more swayed by the plight of a few people on voluntary hunger strike in the UK rather than the plight of 2 million Palestinians in Palestine who broadly speaking have not chosen their fates.

It appears that X possesses material that is illegal to possess on a strict liability basis. It's no more complex than that and evidently a matter for the criminal law not (merely) sector regulators.
