I personally was a citizen lobbyist for both of these laws with The People's Lobby, though I worked mostly on the mental health parity bill. It is incredible how empowering it is to be working on change with an organization that can make it happen.

2. We got HB1085 passed, which requires actual parity in reimbursement rates for mental health professionals!!! This will increase in-network access to mental health and substance use treatment for people in Illinois, and shows real respect for the importance of these services.

The difference being that I take them at their word that they experience tension/discomfort related to the attitude, even if it's fear of social disapproval. Because objective ambivalence and subjective ambivalence are never equal.

Eh, another interpretation is that subjective ambivalence is driven not just by objective ambivalence, but also by interpersonal ambivalence. They could very well have social network members who disapprove of their attitudes.
