The ICC is absolutely toothless. Besides their failure to even arrest Netanyahu or Putin, they operate in fear of ASPA ("Hague Invasion Act") and US sanctions against its members. The US doesn't recognize their jurisdiction or authority and they have absolutely no mechanisms to do anything about it.
