If it makes you feel better, the game isn't exactly an endorsement of him. Quite the opposite in fact, his entire experience in the town is explicitly stated karmic punishment for his actions. He's basically in a customized version of Hell.

The moment I finished Silent Hill 1 for the first time I immediately started up a second playthrough and started working on the other three main endings. Video games might be the best entertainment medium.

(The gist behind that is essentially a character named Scathach from the Japan exclusive FE4 was localized as Ulster for Awakening and the Heroes popularity poll...only to be renamed back to Scathach when he released for Heroes proper.)

Extremely common in Fire Emblem because of how many games are Japan exclusive, so a ton of characters don't get official localized names until they show up on popularity polls or in Heroes. It gets more complicated with "Ulstergate" which is a whole other can of worms.
