we haven't been able to stop thinking about this maryland bill and we are 100% certain noone cares about it either but it is endlessly fascinating to us. we can't help but think "why stop at nonprofits? all grant recipients, commercial and noncommercial, should be covered"
HB15 is such a fascinating bill... it feels poorly drafted in some respects (grant funding fluctuates over time, burden of a public records custodian) but deeply provocative in others (local church took a grant to rehab their building? now you can file public records requests against them.)

They are building this massive new data science and AI institute (that will house 100 faculty) next door to the department that studies climate change (which, checks notes, has 15ish faculty) in a building that is non-functional most days.

these are good bills and they should pass but one concern we can't shake is that the person cosponsoring the house version promised a bill about 287(g) agreements and no such bill appears to have been prefiled :|
There are bills being proposed in the Maryland house and senate, prohibiting face coverings on law enforcement officers.

The general assembly convenes on Wednesday. I plan to call my reps this week.

part of what will be insufferable this term is that the tone has been set by dem leadership that "there is no money", and you have moore talking about how Serious He Is About Data; yet also just floating above inflation increases to pet programs with no justification. bsky.app/profile/bemo...
it's messy because the budget bill isn't out yet (deadline 21st) but either this figure is in reln to the 117 million capex in fy 25 (only a 6% increase) or it's new investment on top of an inflation adjusted capex (horrifying, half of the structural fy26shortfall). terrible L for moore either way

again, deferring until we read the text... but an interesting set of questions for a strategic digital asset reserve is (1. does it include bitcoin? 2. will the state store the bitcoin blockchain for redundancy? 3. how big of a problem will it be for the state to store the csam on the btc chain?)
there's some profoundly unserious harebrained shit you can see from just the titles but we're going to wait to dunk too much until texts are fully released. (a hjr honoring charlie kirk? lol. a "strategic digital asset reserve"? del taveras needs to be laughed out of polite society, etc)

one of the things that's so cool about the maryland.gov redesign is they clearly used a modified version of the us web design system, which handles a lot of accessibility issues that are present in the beta baltimore city website (and makes a mockery of vendor 1's lack of development chops ;)
