I think there's no actual way to do that, because federal taxes paid by individuals and businesses aren't paid first to the state. They go directly from the taxpayer or the taxpayer's employer (withholding taxes) to the IRS.

I do too. It seemed to me pretty easy for them to do that; they just had to get across key facts. And they've done that.

As I say below to narvey, this is going back a long way, so won't bet the ranch, but I think damages for intentional state-law torts & fedl constitutional violations, at least in some states, aren't indemnifiable. True for punitive damages, & I think also for compensatory. And these are intentional.
