I have had a personal thought in regards on how best to judge a countries leadership.
How strong and enforced a country's animal rights laws are is a good indicator of how the leadership also treats the people who elected them.

a few more subtleties that don't quite come out in the translation:
"wehren" is more than resistance, it's fighting back.
"umkehr" is more turn around or change back than just change.
"heisse leben" is not so much impassionate, but refers to the hot blood in their bodies, so more "alive lives"

The German Resistance in fact was the largest Resistance in Europe, larger than France's. I was surprised to learn that decades ago when I read Herman Wouk's The Winds of War and it's sequel, War and Remembrance. They detail EVERYTHING leading to, and then throughout, WWII.
