My favorite thing about Trump is you could show him a tv show of someone describing this poll to him, while another person gives him a readout executive summary of the tv show with handouts, while, at the same time, another person feeds him a dish in the shape of this poll, and he would not get it.

I guess the answer is that if they're not revenue-raising, then there's no real harm in refunding the revenue raised from them. Since Sauer's taking such care to make clear that the revenue is not the point.
