What I'm saying is that this tragedy has nothing to do with immigration policy or DC crime and Trump knows it. This man was in the US because of decisions Trump either made or agreed with. But he's now using this shooting as an excuse to change unrelated policies in dictatorial ways.

You are right. he has no legal authority by Congress or internationally to what they are doing. It's murder plain and simple it violates the fredom of navigation in international waters. It violates maritime law and. International law.i would bet there will be a trial in the Hague.
