Maybe the first guy he shot was in self-defense but not the others. Once shots start going off, disarming the person with the gun becomes the primary objective which is what the other two people he shot were doing, all the info they had was that they were in a life or death active shooter situation.

The "crime surge" in cities is survival crime which is possible only because of the vast accumulation of resources that doesn't exist in rural areas. This makes rural poor people tangibly poorer than their urban counterparts and more dependent on a government backed supply chain for resources.
