I believe my sister (age 69) opted to get a "Passport Card" much cheaper but acts the same as a Passport Book. Google prices.
If you're not able to get her to a Post Office,call & see if a traveling notary can come to her. I know they cost ( $100 for me last time for a few signatures.)
